(BMSSY) Bina Mulya Samajik Suraksha Yojana: Every year, the government launches various schemes for the welfare of the poor. Out of them, there are many that are targeted specifically for the unorganized sector of the country. In spite of the government taking initiatives at different levels, there have been reports of non-uniformity in benefits across such schemes which can be rectified by implementing the BMSSY yojana.

To handle the above problem, the West Bengal government has launched Bina Mulya Samajik Suraksha Yojana (BMSSY). As the name suggests, the state government is intended to provide benefits to the unorganized sector.

WB Bina Mulya Samajik Suraksha Yojana 2023

The state government realized the need to launch the Bina Mulya Samajik Suraksha Yojana. It was mainly announced to integrate different schemes launched by the government for the unorganized sector so that the benefits can be reached to them without any hindrance.

The above scheme has been covered under the construction and transport workers and is also meant for self-employed workers and the entire unorganized industry. The above has been notified by the Labour Department, the Government of West Bengal.

Now, to receive all the benefits of this scheme, you need to contribute Rs 25 a month towards your provident fund. And now, there has been a change where the government has waived off the above contribution amount from April 1, 2020.

 

Objective of Bina Mulya Samajik Suraksha Yojana

After it was noticed that the benefits of various schemes launched for the unorganized sector was not being uniformly distributed, the state government launched the scheme. The difference here is that all the prior schemes launched have been integrated.

And do, every beneficiary will now be able to avail all the benefits which tend to decline occupation-based disparities across workers.

As the benefits are expected to reach to the right place, it will make them self-reliant in the long run.

Features & Benefits of Bina Mulya Samajik Suraksha Yojana

  • The Bina mulya samajik Suraksha Yojana was first launched by the WB government
  • The scheme is launched to integrate all other schemes launched by the government for the unorganized sector
  • The sole purpose to launch the scheme is to maintain the benefit across the people targeted
  • The scheme covers those belong to the unorganized sector as notified by the Labour Department along with transport and construction workers

Benefits of Bina Mulya Samajik Suraksha Yojana

 

Provident fund (PF)

  • All eligible workers working under the unorganized sector will have to contribute Rs 25 towards their PF
  • The WB government will provide Rs 30 against worker’s contribution
  • The government will bear the interest under the general PF
  • If the beneficiary attains the age of 60 years or discontinue due to any reason, the cumulative amount along with the interest will be refunded to them
  • The subscriber’s account will be closed if they don’t contribute for 3 financial years
  • You won’t be allowed any arrear contribution

 

Health & Family Welfare

  • The government will provide a sum of Rs 20,000 annually towards the WB Health Scheme
  • The benefits will include the entire cost of hospitalization, medicine, and tests
  • If a beneficiary loses his employment, then he will get Rs 1,000 for first 5 days and  Rs 100 daily up to a maximum of Rs 10,000
  • The beneficiary can claim more than once in a given year
  • The amount of aid will not exceed Rs 20,000
  • In case of any surgery, the beneficiary or his family members will Rs 60,000 annually

 

Disability & Death

  • A sum of Rs 2, 00,000 will be given if the beneficiary dies due to an accident
  • If the beneficiary goes through a normal death, he will get Rs 50,000 to the nominee
  • If the beneficiary has gone through 40% disability, a sum of Rs 50,000 will be provided
  • A sum of Rs 2, 00,000 will be given to the beneficiary in case of irrecoverable loss of feet, hands, or eyes

 

Education

  • The children of the beneficiary will get assistance towards quality education depending on the category he belongs to
  • Under the above scheme, if the daughter of the beneficiary goes for undergraduate education or equivalent, then the government will grant a financial aid of Rs 25,000 which will be valid of a maximum of 2 daughters
  • The financial aid will be given till the time they are unmarried
  • All the above benefits won’t be given if the beneficiary is already getting them through the Swami Vivekananda merit cum means scholarship scheme
  • The benefits will be given to those studying in the recognized educational institutions of the WB government or under any other government
  • Those already covered under this scheme won’t be eligible to get any other scholarship scheme

 

Training in Safety and Skill Development

  • Proper training and skill development training will be given to beneficiaries under the paschim Banga society
  • It will follow all the related cost
  • The fund is to be collected from the construction worker cess for skill development          
  • A suitable fund for the above will also be arranged by the Labour Department

Maintenance of Account & Audit

  • The state government of WB will bear all the expenses to make the BMSSY scheme successful
  • The grants received from different government sources will be collected in the fund
  • To separate the funds, a board has been created which is audited from time to time by the auditor
  • An annual report of the functioning of the scheme has to be submitted to the state government
  • The board’s CEO will send the budget for each financial year

  • All new workers who are working in the unorganized sector will be issued SMC so as to avail the benefits accordingly
